  1. The European examination offices in charge of the coordination and management of testing of the Value for Sustainable Cultivation and Use (VSCU) of agricultural species have agreed to established a group with the following terms of reference:
  2. Title
    European VSCU Group.
  3. Composition
    The examination Offices of the EU and EFTA countries in charge of the coordination and management of testing of the Value for Sustainable Cultivation and Use (VSCU) of agricultural species may be part of the Group. All cost related to the activities of the Group are covered by the partners.
  4. Duration
    The duration of the Group is unlimited.
  5. Mission
    The European VSCU Group shall form a platform for dialogue and exchange of experiences between the Examination offices and reinforce mutual knowledge about the systems of VSCU testing set up by associated countries.
  6. Tasks
    1. To strengthen harmonization concerning the implementation of the EU rules for VSCU testing.
    2. To discuss relevant variety testing methods, including new methodologies.
    3. To organize regular sessions of the Group.
    4. To establish and maintain a website for the exchange of information between the examination offices.
    5. To set up contacts with international organizations involved in relevant issues.
  7. Governance
  8. Assembly
    The Assembly is composed by the representatives of the examination offices being part of the Group.
  9. Secretariat
    The secretariat is composed of:
    1. The Secretary: representing the examination office which hosts the coming session
    2. The Past Secretary: representing the examination office which hosted the previous session
    3. The Secretary Designate: representing the examination office which will host the following session
    The Secretary is selected within one of the examination offices being part of the Group. The task of the Secretary is to organize the coming session and to manage the Groups’ website with the help of the Web Master.
  10. Web Master
    The Web Master is selected within one of the examination offices being part of the Group. The task of the Web Master is to update the contents to the web in coordination with the Secretariat.
  11. Decision making
    Decisions are taken by consensus by the Assembly at the sessions.
  12. Sessions
    The Group meets at least every second year upon invitation of the examination office hosting the session. The Group may agree on annual sessions in case of need. The group may agree to establish subgroups on specific topics. The subgroup report to the group at the sessions. Program and agenda of the sessions are drafted by the secretariat under consideration of the following items:
    1. presentation of the organization system of the country hosting the annual session
    2. exchanges of experiences in relation to technical questions on selected topics
    3. matters related to the management of the website
    4. decision on the examination offices hosting the annual session in the next two years
    5. selection of technical subjects for the following yearand invitation of presentations
    6. establishment of subgroups and nomination of rapporteurs.
